Question About Blogs

I am going to do a blog for search engine and marketing purposes.

Would it be better to put the blog on the site since it would constantly be providing fresh content to the site OR put it offsite so that the links from the blog to the site would enhance link popularity?

Depends really - both are indeed useful.

However inbound links from a single blog would have a limited use, whereas increasing content on your main domain would have a continued use.

So I would go for creating blog on your site. You can always get links from other sources.
