I started using a Excel, but it gets combersome and confusing. Was interested in seeing what other people do/use.

The really nice thing is you get the whole picture in a glance.
For you, it sounds like you might almost want to build an html "site" org chart... put copies of it on CD-R or Zip and distribute them to the development team. DOes that make any sense? I have a fuzzy, almost visual idea of how it would work, but it's hard to put into words...
