You may block the IP if it is static.
You may look for a thread about a spider trap.
I wouldn't block this User Agent as it represent more than 15% of users.

It can be a normal user who has added your site to his favorites and is keeping a local copy which he is checking daily. Looking at the user-agent, he is running on Windows 98, so not a fancy computer, maybe he is using a not so fancy dial up connection also and therefore wants to download a copy of (pages of your) site to his computer.

I have had such a visitor some time ago. Happend to be a friend who liked my site.

You wouldn't block one of your fans, do you?

Just my thoughts.
