Is there a tool out there - you input a particular url. It returns which webpages link to that url?

I know the googlerank tool bar can give some indication of the numbers of webpages that link. But is there a tool that can actually retun the web addresses of webpages that link?

Google does have this capability. The format for the query is "link:" followed by the url of the page you need information about.
Example:
link:http://www.example.com/examples.htm
will display all pages in the Google index that link to [example.com...]

actually, Yahoo will give you better results. Google doesn't show all of the sites that link to you.
