Import Tax in the UK for programming and design

How do you classify it? What's your experience?

We are gearing up for employing some overseas freelancers, and need to determine the import duty / VAT etc. on import to the UK.

Does anyone have experience of this they can share?

There`s a useful page here about UK import duty , and there is also a mention of liability for paying it on "extras" like tools, design work, royalties etc. Any help?
