page trying to install japanese language pack?

I have a simple php website with no japanese language on it yet today I got word that for some surfers a dialog box pops up trying to install the japanese language pack.

I have not seen the problem myself, so I don't have any idea why or how this is happening.

Has anyone else heard of this problem?

actually I would be interested in how that happened as well.

it seems that someone at the company i built the website for decided to make some changes and added "charset=EUC-JP" to the index page.

i couldn't find the problem because i was looking at the working file on my hard drive rather than the modified page on the server.

sorry i didn't mention it in the post, but i wasn't in a happy mindspace when i found out.
