NPT 0.0 Beta attacks

Yet again we have been the target of an attack from a robot which identifies itself with the User-Agent NPT 0.0 Beta.

This time, as we blocked originating IP addresses from our server so in came bogus search requests from other IP addresses on the same class C network - until we blocked the entire class C network (which belongs to ServerPronto, by the way, who ignore our emailed and telephoned complaints).

Has anyone discovered who or what NPT is? It bombards our site search CGI script with totally bogus requests almost constantly, and did at one time manage to flood the server.

This is really going out on a limb here, but there is a rather secure government system that has to do with networking and other components, some web related and db stuff.
