Does anyone know a link that they can pass on that offers a good site development methodology?

I've tried FuseBox for PHP and that's good from the technical end, but what I'm talking about is a tried-and-true, step by step methodology which outlines everything from:

1. intitial client meeting, to
2. how to write a feature requirements document and what such a document should include, to
3. final site deployment on a clients servers.
4. and any other steps inbetween which would be necessary to be efficient and successful at a site project

I'm living in the Philippines (a very good place to be poor - no need for a jacket; cigarettes are cheap) with no credit card so buying a book on this topic isn't an option at this point.

Appreciate any information that's both comprehensive and free.
