is there some type of setting that would not allow you to send messages internationally?

Is your mail server (outbound) a local network server, or a server on the internet?

I think you need to be looking at the server end. I don't think this would be setup client-side.

What's happening exactly? Are you unuable to send emails other than to a geographic TLD (.co.uk for example)?

exactly. the server we use is on the internet as well.

Is Outlook being used a POP3 client or as part of Exchange?

If Exchange, it would be server side.

Even if POP3, I can't think of any standard setting which would be preventing you from sending.

This may not relate, but just in case....

A while back, my host offered an attractive server upgrade. What they failed to say anywhere was that one could not use mail scripts to send mail OUTSIDE one's host server! While this is sideways from an overall mail-out problem with a mail client such as Outlook or OE, it still might behoove one to look into native server constraints and/or defaults.
