Hi,
I have a website but I want people to post their images with the following features:

they should have templates to choose from
they should be able to create access control so that only people with the correct password can look at their photos.
people should be able to comment on their photos
they should be able to load video files
they should be able to keep a journal
they should be able to have a counter

please has anyone seen a script like this before?

It all depends on what language you intend to use.

There you have several scripts for several languages.

Allthought i don't think you will find one with all thouse features, but some of them should be possible, as long as you have a database as well (for storing user info)
