Last month we had a power surge which brought on an
"Unmountable Boot Volume". If you don't know what that is it means that the computer was cooked and you have to re-install the system, deleting everything you put on the computer. The computer hasn't been the same since. I don't know if this is a result of this, but I am having trouble with the
Web content zone.

The steps to take on my Windows XP Home Edition:

Tools; Internet Options; Security; Select a Web content zone to specify its security settings.

The first one, Internet, is supposed to have Custom and Default levels. The Custom Level, the one I want to use is frozen, the button cannot be clicked. Is there a way to get it back?

Are you able to move the slider to select the security level for the zone? I found that changing the security level would sometimes bring the Custom Level button back.
