Special Character in Title

Recently I have seen few websites that are using special characters in the title (<title> sp character + Title Text + sp character</title>)

Does anyone knows of any negative effects for it? also, is there any document on any search engine's or other website that says about not using it or anything against it?

Language-related special characters like the German "ö" or rather characters for visible effect like "~~~"?

Something like

<title>&#9658; Title &#9668;</title>

for visible effects.

There were a couple of threads about this late last and early this year (search WW on G for stars in title). I don't think anything definitive came of the discussions.
