Okay, I run a website which sells banner advertising. Some of my advertisers are asking that I create animated ads for them.
What is a program I could use that is not very difficult? I guess I would be considered an advanced beginner with web design, so I have limitations.

Paint Shop Pro comes with Animation Shop and that will allow you to make animated banners. Not sure if it is the least expensive or simplest program or has the level of animation you are thinking of though (can you tell I don't do animations LOL) - but it will do the job if you don't get any better suggestions. I think you can download a free trial to check it out though.

As chrisnrae says, there's a free trial of PSP w/ Animation Shop. Nicest thing is you can usually find "the last version" around for practically nothing, and for this sort of thing you don't NEED the latest version. Buy PSP 6 (saw it somewhere last week for $30 US - sorry, don't remember where - might have been on pricewatch), use it for now, then upgrade for a lot less than the full version....
