What is Considered to be a Strong Link?

Instead of worrying about traffic (hits) like a while back people were intent on getting into a bunch of traffic exchanges, I'm told that now, what counts is to have really good SEO and strong links. Okay, what would considered a strong link?

A 'strong link' is most likely defined as a static HTML anchor tag with planned for text enclosed. For example:

<a href="http://www.yourdomain.com">keyword1 keyword2 widgets</a>
