Swapping HTML pages to PHP & keeping PR + SERPS

Okay, I'm going to turn all pages in one of my sites from HTML into PHP.

Got that bit cracked ;-)

Do I:

1, keep all HTML pages, add a meta refresh to the PHP pages

or

2, do it any other better way that anyone here can suggest?

I need to make sure Google and others can find my new pages as quick as possible.

Also existing pages in SERPS can't be deleted.

If i do 1...will the HTML pages eventually drop out of G and I be left with the PHP pages?
