i am planning to develop a script that surfs google for any keyword and extracts the 900 sites listed.

is this allowed?

I don't think Google is too keen on this sort of thing, but on the other hand I don't know of any policy that bans it.

Have you tried the Google developer API? Could make your life a lot easier!
