noindex, index tags on the same page

excluding some content from crawling

I've seen it used on some site with heavy code - is this an effective method of keeping to-be-indexed content near the top?

cant' remember the URL, but it had

<content="noindex">
<lots of rollover code>
<content="index">
<real content>

I'm wondering if this is effective or just wishful thinking.

No. Everything I have read refers to excluding documents.
