Content Management System not on server?

Recomendations for CMS that resides on PCs, not on server.

Does anyone have a recommendation for a content management system that will accept articles (for an online newsletter) in MS Word or text files from writers and build the html files for uploading to a server.

I am somewhat familiar with Macromedia Contribute 2 (I understand that it does not require any server involvement but produces html files for uploading). Are there competitors or other options?

I'm sure you can do something like this with Dreamweaver templates. Do a search on google for them, there is tons of information on them.
