Need a good host to be a reseller with

I am getting tired of trying host just to find they are terrible. Looking for about $10-$20/month, have the option of being a reseller, PHP, MySQL, decent tracking software, good download speeds, and a little customer service. Any recomendations? Also, no A+ or pixie. I have had problems with both.
