geo data

placename data to create a geographically hierarchical site

I'm looking for a free or low cost comprehensive set of geo data for my site. basically i want to start at european level and allow users to browse down to city level

example:
Europe > United Kingdom > Cambridgeshire > Cambridge

and in the case of big cities, navigate down to areas. and also allow them to search by place name so lat/lon data is important too.

does anyone have any advice?
