When i send e-mail to my members some servers reject the mail, and other deliver it in bulk mail. I use the mail($to, $subject, $message); function. Do anybody knows decision.

Welcome to WebmasterWorld, Sathan!

Is your mail server hosted? If so, if could be the IP address used by your hosting service that is blacklisting it...

These SPAM lists sound pretty shady to me:

from a list that has the IP above as a spammer:

you may hire ... at his normal consulting rates (currently $250/hour, 2 hour minimum, $1000 deposit due in advance for non-established customers) to investigate your evidence about the site

but before that they say:

The [list] is maintained by [name omitted] at his whim

Hmmm, so at his whim he'll list you, then charge you at least $500 to get you off his list? Wow. What a scary thing.

He lists our IP block as a spammer. Non of our customers send out bulk mail, and neither do we. Seems like some greedy SOB finding mail server IPs and adding them to his blacklist in hopes that the "offender" will pay him to get un-listed.

Which blacklist is it?

I've found most of these blacklists are run by individuals that really care about preventing spam. They can be very aggressive sometimes, but when you think about how scummy most spammers are, then you might understand why.

BLARSBL LISTED (127.1.0.64) 172259 seconds 0 ms

Why my hosting IP is in this blacklist and how can be removed?

Pay the man. It's probably why he listed you in the first place.

I wouldn't really worry about it unitl you see email rejected.
