need a list of all top sites listed in dmoz categories

i had seen such a list on this board.just cant find it

1. Who/what defines what a "top" site is?

2. I extracted a complete list of all dmoz categories (more than 500,000) from the RDF dump a few months ago and that file takes more than 45MB (note: this file contains ONLY the category names!).
If every category would contain only one site, the file size would double.
I wonder why someone would offer such a huge file for downloading.

There are programs that do data mining for dmoz and provide you with all the contact information and can be viewed in excel. Do a search for it on Google. I haven't tried any, but I hear they work well.
