Er, build the wallpapers, contact the web editor of the fansite and get their permission to advertise on their site. Or, build the wallpapers, build your own site with them on for download, and include the link in any forum messages you post on the fansites.

You may want to look for a Premium-SMS provider so that you can actually get the ringtones and wallpapers to the phones of your visitors (and earn some money in the process).
