Right now, however, he can't connect to *any* webpages on my server.
He can get email from my server, he can ping my IP without incident.
He is on DSL, and rebooted his modem. He can reach other web pages without problem. I am definitely up without incident.
I don't have filters for IP banning that would cause his IP to be blocked.
What else could be going on? No one else reported not being able to connect.

I was on DSL running behind a linksys BEFSR41 router. One day, all of a sudden I could not get on "Some sites". I could go on ebay, yahoo...etc, but I could not go on hotmail, msn, amazon...etc. There was nothing I could do. I could ping everyone, including the sites that I could get on, I just couldn't load about 50% of the sites on the internet.
Turned out that my ISP has changed the DNS IP. For some reasons, my linksys router did not want to release the old DNS. I did everything I could think of: refresh the DNS list, reset it, left it unpowered, reinstall new firmware, even hit it a couple times. Finally I just bought a new router and everything was fixed.
I have heard the same has happened to some older Planet and netgear routers.
Not sure if this has anything to do with your case, but good luck!
Other ideas: he should also clear his cache and, if he doesn't have a fixed IP address, should restart his internet connection to get a new IP address from his ISP (in case your security setup is inadvertantly blocking him). Also, think about adware or spyware, dodgy DNS in your client's DNS cache (if he's on a company network, he should contact the sysadmin), or a broken browser.
I created a default page with the IP address and he was able to see that. So we played around for a while and he got a Zone Alarm popup for something.
Once we disabled zone alarm all was fine. He's running behind a firewall/router anyway.
