Global meta tags

Is there a way to have global meta tags, say in an include, not using server side scripting? I want to have a set number of words and description appear on every page, but do not want to touch every page if I need to make change. Is this possible?

For a start - No, 'fraid not.

Also - you seem to be missing what those tags are for. The whole idea is they are a description / list of words relevant to the individual page, not the whole website.
