My take is:
Sitemanager/webmaster
content manager
graphic designer
coder (html)
editor/proofreader
I think you would be better off combining the graphic designer and coder into one. A good web designer should be able to do both if all you want is HTML and JS. I have found when you hire two different people, they butt heads a bit. The designer will want pretty, the coder will want what works. A web designer can do both without the fight.
Your content manager and proofer can be combined too, depending on the size of your site.
A Manager is important, but don't call them a webmaster. Many ecomm/internet professionals tend to think of that as a step down. A lot think that webmasters are people who run personal sites. Try Internet Manager.
You may want to think of hiring an SEM coordinator, though. Someone to manage all the online advertising, SEO and email (if you plan on doing all that.
I'd agree that you could combine the coding/graphic design into one position.
A sem/advertising person (or 1 for each depending on how many sites you're managing) would compliment the team very well. It's always a good idea for the sem person to work with the designer during the creation process instead of trying to adjust pages at a later date.
Content editor (writer, proof-reader, et al - now thats bad practice, no-one should proofread their own work ;\)
Web Developer (coder/programmer, designer, poor bod lumbered with dealing with anything remotely techy -- this poor bod being myself)
Webmaster duties typically fall between myself and my content editor, as our servers are managed, and the rest of the webmaster duties fall between the lines of our over-taxing jobs :D
You may of course want two people doing content, depending on how many websites you oversee, and how active (fresh) those need to be.
