Customers can get the Netscape unlimited Internet access service for just $1 per month until March 1, according to a registration page on the Web site of AOL, a division of New York-based Time Warner. After that, the price will go up to $10 monthly.

AOL/Netscape must have a bunch of modems they are not using.

I am sure you are right about that - but it is not just AOL - Earthlink is offering free setup and $11 per month for 6 months. Obviously, the only opportunity these guys see for growth (or maybe less negative growth) in the dialup business is in very low cost services.

The stock for United on-line (NetZero and Juno) seems to be really strong. Maybe there is a lot of room for growth in this sector.
