The programmer who done the advanced programming of my site (as I am not a programmer) and who has also arranged the webhosting, is not (unknown why) co-operative or responsive.

I am theefore considering the option of changing host and changing the site security settings(he is the one who set the admin page password and he knows the other passwords (control panel etc).

Can anybody advice me what are the steps involved and how I can proceed in changing the passwords and in general protect the site from unauthorised access, either by me taking action or by getting assistance form anyone including the host company? (by the way this host has not given me any papers to sign when I paid them to start the service- so I suspect the programmer is involved somehow).
many thanks

changing hosting is not really a problem if you are the owner of the domain name but it's probably not necessary. If you are the owner of the hosting account simply contact your host and ask them to change your account password. This will lock anyone of your account other than you.

That leaves the login to the admin section of your site. Moving hosts will not change this information. In fact moving hosts my break your whole site depending on how your programmer set it up. Since you can't seem to contact your programmer you'll have to find someone that can program in the same language he used to go in and change it for you.
