Question is will I need a seperate hosting package/account for each translated site, bringing my cost up to 5 hosting packages annually?
What should I be very careful about when being tempted by "cheap" hosting packages? Keeping in mind that I'm hoping to learn mySQL, PHP and will need some SSL space for credit cards, all in the near future.

Does your host allow domain pointers? If so, no need for 5 accounts. You would point 4 domains at your main domain. When the person arrives at the main page, they could choose their language by clicking on a link to that language's folder (or you could use multiviews too).

Well you don't need to do that. As long as you have the local TLDs you would come up fine in local searches.
There are exceptions to this rule though, the UK being one. If you plan for english speaking countries outside the US, then get local hosting in any case.
Additionally the process of geotargeting users is only just beginning, and local hosting is a prime candidate for becoming an important factor.
And finally the question of the weight links between the sites are given by the SEs comes in, where having totally independant hosts/IPs certainly doesn't hurt.
So the optimal solution for SEO is surely to have local TLDs + local hosting.
On the other hand there's fees and administration cost to be factored in...
IMO: if you can afford it than do it.
Having a problem with getting local hosting in france, have to be physically doing business there.
And local hosting as I'm new at this webmaster game and need all the help I can squeeze out of some nice english speaking web hosting company. Getting a local web hosting company in spain or germany and not understanding what they are saying might be a problem.
I dont think you should be afraid of foreign webhost, because they understand english very well, and if you have acces to the ftp i dont think you have a problem.
And you should defently go for diffrent servers and diffrent ip¨s if your site is in diffrent languages, because you dont want all the sites go down if one does espessily if you are making money on them.
Local hosting and local tld can be a very important factor in the near future, and i dont think you should be afraid to crosslink the site¨s eighter, in my own experience you can do crosslink them very hard, as long as you do it easier for the visitors and for you and the search egines you should do fine.
