What is the point of a website like this?

Lots of keywords but no link to sales process

With all the internal keyword links at the bottom is this what you call "spammy"?

I believe I've come across a few more sites with the same "go nowhere" architecture, that look like they were created by the same person.

I'm baffled.

Is this a test, to see how well it will rank or if it gets banned, before actually going online?

Maybe it's just a nothing and I think too much.
