What is the best banner exchange network? P.S law etc.

I don't think there is a single banner exchange network that is not infested with:
* Brides for sale
* $$$$ Make Money Fast $$$$
* 20 Billion Hits to your website for $9.99
They're an insult to users of your website. If you find a respectable one please share it with us!

Good point, but If a "Brides for sale" is only a single paid customer, that helps a network operators to make their living (two other categories mentioned almost never become paid customers) can such a network be termed "infested with brides for sale"? Especially if the network owners never overdraw their quite low commission of 20% (which means 4 for 5 exchange rate) AND there's an option for a DECENT site to avoid such ads altogether... I'ld call it decent. If you share that point of view I think I might be able to name one...
