Maybe someone who lives in the North East with a B.S. in Information Technology and 1 year of work experience.
Skills include expert level in HTML, CSS, JavaScript as well as experience in ASP, Perl/CGI scripting.
We tried this about 2 years ago price was definitely cheap, quality was not that good. Code worked but wasn't well documented, easy to follow, or efficient. I guess they knew they weren't married to the code so it didn't really matter to them.
It looks like it is in decline - web based jobs in the UK are certainly in a downturn.
Having just found a new job I didn't find this. Things are outsourced to India or wherever, sure, but web designers/developers just have to change. There is now a higher expected experience level requirement for the highly paid jobs. This is in line with other industries. Some of the jobs for Java and VB still have astoundingly high salaries - and anyone who can demonstrate skills in these areas is in the money. It is not enough anymore just to be able to design a good looking site.
I haven't seen salaries decline so much as jobs change (granted, I am in one of the few currently strong US markets)-- new specialties and expert practices seem to command greater resilience to the current economic doldrums. Someone with Hotmetal Pro calling herself a web designer might have commanded $90K in 1997, now her entry-level HTML jockeys may earn only half as much.
