Templated Dynamic Website System?

Is there an out of the box, free or cheap basic dynamic templated website system that allows you to create websites on the fly?

Each "mini" website owner would be able to modify his or her specific site once the admin created it.

I am not looking for a phpnuke type system.

Any ideas?

I have dreamweaver... but I think I need to be a little more clear.

I have been donating some of my time to help "not for profit org". They need a system that allows someone at the office (who has limited web skills) the ability to automaticaly build small templated websites on the fly. They would all need to be database driven...

They are opening different small offices that are run by different people across the country. The people running these office have even less skills then the guy setting the sites up. These offices have different services, each site will conatin a basic home page, a countact us page, a form, and some service and future product pages.

So for example if I am running the Chicago Location I may want to upload a small photo of our office, some images of our services/products and some basic descriptions. I would log into a back end gui that whould show me the pages and current descriptions that I could change easily.

Hard to explain I guess.

Again all this would have to be dynamic... the site would basically be built once, and replicated when needed. The admins would log in to the back end whn they needed to change something

Something like this...

Description: DVHS is a community product that allows webmasters to provide individual websites (username.domain.com) for their users in a secure, administered environment. It allows you to automatically accept user signups or approve each user from admin area. Ability to insert header/footer into all members html files. With DVHS, your users can upload their WebPages using FTP. DVHS comes with a strong administrative section. Accounts can be searched by a different variables, and can be deleted/modified. DVHS is written completely in perl and runs only on Linux. It requires a dedicated server.

But even more idiot proof, instead of ftp... maybe an asp upload type script... and the most of the site would have locked down content...
