A question about dynamic sites and SEO.

Example URLs of a specific content webpage:
www.test.com/content/index.test?ID1=131&ID2=8bf8c33c&ID3=8bf8c33c1330
www.test.com/content/index.test?ID1=131&ID2=091r3498&ID3=58466j46f464
www.test.com/content/index.test?ID1=131&ID2=587493w6&ID3=rf769124ui77

The area “www.test.com/content/index.test?ID1=131“ is always constant. The rest (ID2, ID3) changes with every new page call.

Example URLs of a specific shop webpage:
www.test.com/shop/index.test?ID1=220055879465&ID2=2200&ID3=555
www.test.com/shop/index.test?ID1=164er5567964&ID2=2200&ID3=957
www.test.com/shop/index.test?ID1=df3344445798&ID2=2200&ID3=135

In this area the “ID2” is constant, ID1 and ID3 change with every new page call.

Is it possible for Google to index this content and shop pages?
Much more important: Is it possible for Google to follow the internal and external links on the site (cross-linking-structure)? Is it possible for Google to understand the relationship between the cross-linked pages of the website?

yes.

but will they ...

probably not.

the query string has too many variables, more than one "&" is not good. a site search here on rewriting url's may be worthwhile in finding a way around your problem.
