How to disallow bad bot in IIS5.0

Can someone please help as to how to disallow a bad bot in IIS5.0, I have been hit by linko/0.1 libwww-perl/5.66 and its not going away.

I do have robots.txt. This robot does not read robots.txt.

I also denied IP address access to the directory from IIS Directory Security. That has no effect.
