I am looking for some information of the effects of linking on a site’s ranking.

I know some inbound links can help and that outbound links to poor sites can lower a site’s ranking or at least that is what I’ve read and heard.

My question or point is: "Can inbound links lower a site’s or a page’s ranking." I think this is a myth because if inbound links could lower a site’s ranking then why couldn’t an unscrupulous webmaster or administrator place their competition’s sites on link farm lists to downgrade their rankings?

Inbound links are beyond the control of a site’s webmaster and, therefore, should not be used for ranking purposes by any reputable search engine. I know SEs do mention they penalize sites for links from what the SE determines to be a link farm; however, logic says this can’t really work and be fair.

Opinions or ideas?
