Allowing FTP on virtual server

I am teaching myself about setting a virtual server
one question is: Is it possible on a per case basic to allow FTP on site A and disallow FTB on site B
both of course in the virtual server environment

You should have no problem setting up FTP on an account by account basis on a virtual server.
