What actually *is* an IPSTAG?

A probably silly question from a beginner

Hello, everyone.
I am a beginner webmaster, and I recently moved to UK.
Previosly a programmer, I have been asked to manage
the web site of the company employing me because
of an emergency, and so I didn't have the time to
study all the concepts.

Well, we are changing ISP for one of our domains, a
.co.uk one. I have been asked by the new provider to
"ask the current technical contact for your domain
to change the IPSTAG to our tag that is... " and so on.

Now, call me dumb if you want, but who shall I contact?
Is it the *previous* provider (that, by the way, was
holding the DNS info)? And what is the IPSTAG anyway?

I figured out that it is related to the identity of who
is the current nameserver info holder, but in what way?
I mean, I thought I would just ask the new ISP to
set up the DNS info, and so the guy would set up the
proper entries in the co.uk nameserver pointing to his
DNS server and so on, but I see there's more.

What you should do is ask your customer (the domain owner) to send you and/or their current ISP a fax requesting their current ISP to change the IPSTAG to yours. The problem should solve itself then.

The IPS tag basically show which ISP is in control of that domain (i.e. able to make changes to the name servers etc).

Well, the site involved is our own site, so I suppose
I should ask the previous ISP.
