Best multi-language menu system?

What is the best tool for a multi-language menu system. They have about 20 pages from maybe 5 'buttons' on the top of each page.

The tricky part is that the web site will be in two languages. How do I do the language thing?

This will be for an IIS 6.0 web server.

I put different languages on different websites. Japanese sites get a .jp domain, Chinese sites get a .cn domain, etc. I put links to the different languages in graphics. You miss out on some localization SEO if you put more than one language on the same site.

This is re: English and French on a dot com domain - can't change the country domain - this is a site for Canada and U.S. one day.

This is a hold-out from the old days with me. I had played around with placing links to different languages in their own language using text. For example, I would have the link to the Japanese site say "Japanese" in Japanese. However, users without that character set installed would see gibberish. Rather than risk that I would simply make a GIF of the word "Japanese" in Japanese characters and make that the link.
