We've tried turning Word Wrap off, we are both using Notepad, we've tried different formats, and for some reason everything I send him back has screwy formatting. We are both at a loss and he suggested I ask around for help. I've never had a client complain of this before and I don't know what to do!

Fortunately .txt files have limited formatting capability, the exception being rich text format (but usually that generates a .rtf extension.) If the document was created in something like Microsoft Word and he saved it as .txt for you, did he take the time to view the re-saved .txt document AFTER saving it? It's quite possible it was screwed up when he sent it to you. Most people will assume when they select Save As and select a different format, what is currently on screen represents what was saved out, which is not always the case.
If not, opening in Notepad and re-saving it will destroy any RTF features that may have been present because Notepad does not understand RTF markups.
Just a few notes from the edge, let us know how the formatting is messed up.
He needs to figure out, on his end, some other way to handle the pasting, such as "paste as unformatted text", paste directly into an empty HTML paragraph, etc.
