I'm thinking of hiring someone for building an online community, but I'm on a tight budget.
What do you know and think about finding a webmaster in India?
Do you know their rates?

Well you should not only consider India, there are a lot of other places good programmers and webmasters come from.
Couple of things you should be carefull with are:
- ones ability to comunicate, and I am not only talking about pure language knowledge but for a person to understand what you want
- availability is important also, if the person you are working with is always offline and not available at least for on icq/msn than I would not consider them
- too cheap "experts", everybody knows how much programming costs so do not fool yourself that someone who quotes you 10$ will get the job done and do it well
- stress the possibility of further jobs it helps both sides to have a lasting relationship
