E-mail serving programs?

I'm going to be building an e-mail database on my site with double-opt in (of course). I would like to send out a monthly e-mail newsletter to people who have opted in. Can anyone recommend any free programs that I could use to blast e-mails to addresses in my database?

That would depend on the type of database you are using. There are numerous scripts written in both ASP and PHP that accomplish this.
