On my statistic referer log this month, I noticed that there were 53 hits indicated as "Blocked by Norton". What does it mean?

That's a personal filtering proxy installed on someones computer, which was configured to hide the real user agent string. You can check the browsing patterns to verify, but most likely it's just a normal visitor.
