I will be travelling to Costa Rica for several months and I need to keep my web site updated on a weekly basis via internet cafes.

Do you think it's safe to use a web-based ftp service like [net2ftp.com?...]

There are several web-based ftp sites. If you go to Alexa and enter the url of one of them you should see a list of most of the others.

I have used web-based ftp on numerous occasions and never had any problems.

I must be missing something.
Why can't you just FTP straight in to your site host?
I don't think they care if you are in Pago Pago as long as userid / password are correct.
Internet cafes shouldn't matter, but again I must be missing something here. - Larry

Presumably because the internet cafe may not have an FTP client installed on the PC.

Anyway, FTP is not secure, the site you mentioned is not a secure (https) site, and internet cafes are at high risk of having spyware and keystroke loggers installed.

Maybe you could install an upload script that would require a password but would be crippled in what it can do - e.g. the password would be unique for this application and it could only upload certain files, or into certain directories. That way even if someone intercepted the password they could only do minimal damage.
