My question is: how long does it usually take for an average webmaster to create a web-site (from scratch)? Cuz I'm working on mine for about 4-5 weeks(*) and still, I don't think it's ready to be posted...

I work on it a little bit everyday, I don't think good sites are ever finished, Yahoo's still working on theirs ...
Far as when they are ready, depends, it really does. A php-nuke site could be ready in as little as a few days but then they all have the same look and feel... A standard html site, depends on experience, I'd say someone wants to put up the RIGHT thing and knows what they are doing, works on it 16 hours/day every day, 60-90 days... Everything else, 6-12 months, but again, it depends and you can certainly put it on a free host on its first day, no harm in putting it online to work on it as this may save you frustration later, too.
Besides, I've always been of the opinion that it really helps to work on the site while there is at least some traffic, even if only 2-3 visitors/day, it helps me see certain things while I am building.

I started my site in 1998. I am just finishing 12 new pages which took me 2 months to prepare. I expect to upload them tonight. All good web sites are "a work in progress" and they are never really complete.
But for a new site, it is really important to know that you have the basis for a good site before uploading it. Go over every single page with a fine toothed comb. Check for spelling errors, grammatical errors, HTML or code errors and be sure your titles are as descriptive and concise as they can be.
The last thing you want to do is have to make any changes a few weeks after launching the site. Rightly or wrongly, I have found that at least Google takes this as a sign that you may be trying to manipulate SE results.
If you believe the information you have compiled is of interest to people, then its ready to go! Your target audience will let you know if its a good site or not.
