Pop Up Explosion/Multiple Redirects/Spamming

Person A has a list of websites that can be voted on (for example, a list of the top 100 smurf websites). Person B is on the list, he has to place a banner with a specific link on his website so that people can click on the banner somewhere on his site and cast a vote.

Is there any practical way that someone can drill in multiple votes at a time? In other words, can you just create a page that would repeatedly try to redirect itself to the link in question via new pages and continue to pop open? Can a page be created in which 50 pop ups would open using the voting link?

To sum it up, is there any way that a page can be set up so that once accessed (or when something is clicked), the voting link can be accessed repeatedly? If so, what is the html needed to create this effect?
