Is it secure to publish a user's IP address?

I think I already know the answer to this, but I'd like to find out what people's thoughts are on publishing a user's IP address in a public user forum. Specifically in weblogs where "anonymous cowards" are allowed to post discussions.

Are there security/privacy concerns in publishing the IP address from where the post came from?

It is a bad idea from a security standpoint to publish a full IP address of a user - it would increase the risk of attack to users woth static IP addresses to name just one example.

The best approach would be to just show a partial IP address which is enough to identify repeat posters but not enough to find the specific machine. I often see something like the following:

Post by Anonymous, IP: 192.168.12.xxx, Nov 26, 2005.
