how to have users post messages on the site?

I'm trying to get a general idea how to design a site that allows users to post messages on the site for others to view, not neccesserly for anyone to answer (such as this forum)
I guess the simplest example here would be craigslist

I'd appreciate any pointers, again I'm trying to understand what type of coding, database, technology or whatever is neccesary to have that on that site

A lot of content management systems (CMS) will allow you to do that. You might want to check out a blog package and see if one of them meets your needs.
