Facebook has a major problem with scammers operating openly. The company admitted removing massive volumes of fake accounts some while back:

We know why scammers operate there, and it seems odd that it's so obvious.
I have regularly reported fake accounts to FB, but it's getting tiresome to receive a response that the account doesn't break any of its community standards. Clearly, it's perpetuating the problem, and if it doesn't take action it'll implode, imho.
