nice way of putting it - this is really about enabling fraud and criminal activity, in my mind anyway (or at least it will be used by fraudsters and criminals)

It looks to be as though FB wants to be in every single business, and gather every bit of data it can.

This is their way into banking.

Crypto currencies are not as good at anonymity as people tend to think, and one run by FB is going to have data gathering enaled somehow.
